Looking over National Mental Health Policy for the Serious Mental Illness

Abstract
Though Korean mental health system has developed both in qualitative and quantitative aspects, we still have some stubborn problems such as long DUP, failure of establishing proper systems for preventing relapse and chronicity, failure of decreasing length of hospital stay, failure of making effective control system for increasing psychiatric beds, declining treatment quality mainly due to low medical cost especially with the medicaid patients, shortage of infrastructures for the community mental health services, and so on. To solve these problems and establish more advanced mental health systems, we present several recommendations. First of all, we need to make community-based integrated system for early psychosis screening, assessment and linkage to treatment and through this, we can expect to reduce DUP, improve pathway and better outcomes ultimately. Secondly, government must concentrate on reforming health insurance and medicaid system to maximize treatment quality and make balanced hospital-community mental health delivery system. Thirdly, we need to develop monitoring system of involuntary admission by strengthening the role of psychiatric review board. Finally, government should make plan of securing optimum budget for ensuring community infrastructures for better services.
